The City has commenced the initial phase of the preparation of a masterplan for the upgrading of the John Leckie Pavilion. The project architects Simon Pendal have been appointed after completing the request for quotation process. 

John Leckie Pavilion at College Park was identified as one of the four recreational priority facilities as a multi use community facility in the Strategic Recreation Plan. The plan identified four main precincts for the City to redevelop into multi use facilities: Highview Park, College Park, Allen Park and Charles Court Reserve/foreshore. 

The first stage of the project was to consult with the present stakeholders to identify their issues with the current performance of the building relating to their current and their future needs. 

The next stage of the consultation process was a workshop including residents of the surrounding area, stakeholder groups and their members to obtain ideas for a vision and identify opportunities for the building and the site and the workshop was an inquiry by design process.
