Karrakatta Underpass project
In June 2008, construction on the Karrakatta Underpass project commenced. The project was a joint initiative between the City of Nedlands, City of Subiaco, Town of Claremont, Main Roads Western Australia and project managed by the Public Transport Authority.
The underpass was the result of a detailed study conducted in 2000 by Shenton Park Intergrated Transport Plan, which included extensive community input.
The underpass concept design was carried out by Halpern Glick Maunsell Pty Ltd and was constructed by Adventeering Civil Engineers.
Priortiy issues identified to be incorporated in the design included:
o provide safe access for all users
o provide improved cycling facilities.
The project involved:
o major earthworks (removal of 12 000 cubic metres of soil)
o lowering of Stubbs Terrace (by 5 metres)
o installation of three new bridges (two rail and one cyclist/pedestrian).
The initial cost of the project was $6.35million, which was borne by the Public Transport Authority, City of Nedlands, City of Subiaco and Town of Claremont. Each of the local government authorities received partial funding for the project from the Metropolitan Regional Road Grants. The balance of the costs were split between the councils in proportions relative to their respective population.
Delays to the opening of the underpass occurred during the construction period due to contractual issues, and concern of the safety of the underpass for drivers and train commuters.
Design variations were required to the underpass at an extra cost of
$515 000, however, It was agreed by all parties that safety issues had to be addressed as they were a priority.
The underpass opened in September 2009 and today is a major asset to the Nedlands/Karrakatta/Shenton Park area. There has been as easing of traffic flow particularly in peak hour. In this respect, the underpass has been an outstanding success in meeting the community objectives originally set.
