The City from time to time needs additional guidance in relation to certain areas where specific outcomes are sought, or for the exercise of discretion.
The City’s Town Planning Scheme No 2 provides that Local Planning Policies (LPP) can be created under the scheme. This ability gives a LPP more weight in the decision making process when dealing with matters within the planning scheme.
The process to create, adopt or amend a LPP is outlined in Part VIII of the City’s scheme, and requires public consultation before a LPP can be adopted by the City.
Copies of a proposed Local Planning Policy is also available for viewing at the City’s Administration Centre and libraries.

On 26 August 2009, subdivision approval for the northern and southern wings of the Old Swanbourne Hospital site was granted by the Western Australian Planning Commission.
Due to the small size of the lots, a set of design guidelines were prepared and approved for the proposed new lots to be created in the northern and southern wings. The design guidelines were prepared by the applicant in conjunction with the City of Nedlands and the Heritage Council of Western Australia. The design guidelines were approved by the City of Nedlands in June 2010.
The need for a local planning policy has arisen due to the Western Australian Planning Commission intending to remove the Design Guidelines from the Outline Development Plan for the site. Accordingly, in March 2012 Council resolved to prepare the draft Old Swanbourne Hospital Design Guidelines LPP.
Following the flora/fauna survey conducted in the second half of 2010, the City developed a local planning policy designed to support and strengthen the biodiversity values of the area.

The Council has developed a new policy to guide the exercise of discretion for variations relating to side and rear setbacks and parapet walls within low density zones. The Policy provides further criteria to assess these variations. The intent of the Policy is to preserve the open and spacious character of the residential areas of the City of Nedlands and to assist in the maintenance of privacy and prevention of overlooking of back yards.
