In February 2010, the Western Australian Planning Commission (WAPC) approved for advertising, a proposed Outline Development Plan (ODP) for the Old Swanbourne Hospital.
This proposed ODP was approved by the City in August 2010 subject to conditions. The proposal approved for advertising by the WAPC represents a compromise between the proposal submitted by the applicant and the modifications requested by the City.
The proposed ODP is open for public consultation for 3 weeks, with submissions closing on 29 March 2011. ODP details are available for inspection at the City’s Administration Centre, libraries, the open day and online.

Members of the community are strongly urged to pass on their views about the proposal to the City. The feedback from the community consultation will be included in a report for the Council, which will include a recommendation on the ODP. The City is keen to develop this historical site in a timely manner, but it must be done in a way that takes in the long-term needs of the surrounding area.
The City of Nedlands has made a submission to the Heritage Minister, the Hon. John Castrilli, about the Heritage Council of Western Australia’s application to have the Old Swanbourne Hospital site referred to the Western Australian Planning Commission (WAPC), in a bid to have the City's planning powers taken away and given to the WAPC and to remove all of the City's Town Planning Scheme requirements from the site.
