In local government, a masterplan is a long-term strategic document that sets out a vision and framework for how a place, precinct, reserve, town centre, foreshore, park, or community asset should develop over time. A masterplan is generally not a detailed construction design. Instead, it identifies future opportunities, priorities and projects that may be delivered over a period of years or decades as funding becomes available.
