Greater Regulation for the Short-Term Rental Industry - Scheme Amendment 19 Approved!

The City announces that Scheme Amendment No. 19 to Local Planning Scheme No. 3 was approved by the Minister for Planning on Friday 6th February 2026

The amendment seeks to streamline the terms for various forms of short-term rental accommodation (STRA) in the City’s planning framework as well as offer a greater degree of regulation to the short-term rental industry.

These changes are in line with updates to the planning framework made by State Planning authorities in September 2024. The main changes impacting residents will be that ‘hosted’ STRA where the owner lives on-site or in an ancillary dwelling will no longer require approval by the City to operate.

‘Unhosted’ STRA will only require approval should the property be leased out for short-term rental accommodation purposes for more than 90 nights in a 12-month period.

These changes are reflected in the Zoning Table within the City’s Local Planning Scheme.

All properties offering STRA services are required to register to the Department of Local Government, Industry Regulation & Safety (DLGIRS) STRA portal prior to commencing operations.

The amendment was gazetted on Friday 20th February 2026 and is now in effect. The updated Local Planning Scheme can be viewed here and the government gazette can be found here.
